Section 2 of Republic Act No. 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018)

"It is hereby declared that the policy of the State to promote integrity, accountability, proper management of public affairs and public property, as well as to establish effective practices aimed at efficient turnaround of the delivery of government services and the prevention of graft and corruption in the government."

Towards this end, the State shall maintain honesty and responsibility among its public officials and employees and shall take appropriate measures to promote transparency in every government agency. This includes adopting simplified requirements and procedures that reduce red tape and expedite business and non-business transactions.

Section 6 of the Act

Section 6 requires all government agencies to establish and maintain an updated Citizen's Charter, which shall be displayed in conspicuous places, published on official websites, and made available in printed form.
